Mr. Elkins served as the Lead Commissioning Agent for this project and directly provided all of the Commissioning Services for the HVAC and plumbing systems. Mr. Elkins managed the entire commissioning process, working with the Owner, Architect, Engineer, and Contractor to schedule the commissioning activities and create the commissioning plans and testing forms used during the project.

- Renovation of existing building on health care campus included new MEP, fire protection, and interior finishes.
- Commissioned systems included HVAC units, dedicated outside air system (DOAS), domestic hot water system, electrical lighting control, grounding, and fire alarm systems.

- Development and documentation of the Owner’s Project Requirements (OPR).
- Development and documentation of the Commissioning Plan (CxP).
- Review of design documents to verify implementation of the OPR and conformity with the CxP.
- Review of contractor submittals to determine specific testing requirements for the systems designated to be commissioned.
- Observation of installed work to verify conformance with the design documents and to establish preliminary testing schedules.
- Development and documentation of testing processes and report formats.
- Participation in contractor testing of the commissioned systems.
- Review of training materials for the commissioned systems.
- Review of contractor O&M manuals.
- Development and documentation of the Commissioning Report to include:
